Problem with Altering Peck Meter Size

I have been goig round in circles trying to workout where I am going wrong with a peek meter. I wanted to change the size, I altered the .BMP's  and the text file to reflect the new size. The problem I have is that the illuminated LEDs are not in the same position as the un-illuminated. (See images)

Can Someone tell me where I am Going wrong?
